Lona was born April 10, 1919, in Weiser, Idaho to John and Leona Wheeler Price. She was raised and educated in Weiser, Idaho, as well as Cove, Ore., and Prairie City, Ore. After high school she received her teaching certificate from Eastern Oregon Normal School.
On June 11, 1939, she married her love William Alexander Downing in Vale, Ore. They lived in Oregon and had three wonderful children together.
